Students unions demand early recruitment in remaining posts
ITANAGAR, Dec 19: The district students’ unions of Tirap, Changlang and Longding have demanded for early recruitment of the remaining 33 posts of SIs specially reserved for the three districts.
The All Tirap District Students’ Union, the All Changlang District Students Union and All Longding District Students’ Union in a joint press statement claimed that the authority in its advertisement published recently has mentioned only 28 posts of SIs whereas the total number of posts sanctioned exclusively for the three districts were 61. The Union trio sought a clarification from the authority regarding the missing 33 posts.
It further stated that as per the Govt notification, 80% of the total 1949 posts are reserved for the three districts under the special package.

Tuki, who attended and joined each of the sessions all through the two days, said that the district administrations and Head of Departments should ensure maximization of revenue collection while simultaneously seal all means of leakages.
“It may be difficult task but not impossible. If we tighten up our belts, we will see results in a couple of years. So let’s start working from tomorrow,” he advised. The Chief Minister also beckoned the officials to focus particularly on education and health sectors. He said people, especially in rural areas, are being deprived of quality services and asked for plans to revamp these two sectors.

CM launches Rashtriya Swasthya Bima Yojana
ITANAGAR, Dec 19: Rashtriya Swasthya Bima Yojana (RSBY), a health insurance scheme for BPL households was launched today by the Chief Minister Nabam Tuki amidst presence of various ministers, parliamentary secretaries, Chief Secretary, heads of departments, DCs and SPs. It was launched during the second day of the conference of all heads of departments, DCs and SPs at Banquet Hall.
Speaking on the occasion, the CM said that the scheme will help provide quality healthcare to all the beneficiaries which will help bring down the mortality rate. The CM further informed that the service providers, the Royal Sundaram Alliance Insurance Company limited have already signed MoU with the state govt. and will provide health insurance cover under the govt. sponsored RSBY to the BPL families in the state. Mentioning that initially 10 districts had been enlisted for the scheme, the CM assured to take up the matter for the rest 7 districts. The CM further asked all the officers present to take it as an opportunity to get themselves aware about the scheme.
RSBY is a unique scheme which empowers the card holder to get cashless treatment from all RSBY network hospitals across India. The scheme covers hospital expenses of a BPL family of five members for up to Rs. 30,000. The company has empanelled 9 hospitals across districts of Papum Pare, East Siang, West Siang, Lower Subansiri, West Kameng, East Kameng, Changlang, Lohit and Tirap. The beneficiaries of RSBY can choose to go to any network hospitals in any district in India and the benefits can be availed by producing the smartcard at the hospital. Approximately 40 thousand BPL families are expected to get benefit by the scheme in the state.
Earlier, the Secretary RD, B R Babu, in his speech requested all the DCs to extend all help and support as they are the chief executive officers. Since healthcare is an important aspect for poor people, the scheme will help provide maximum coverage to poor families, he added. DIPR

Differences resolved, AAPSU election as scheduled
ITANAGAR, Dec 19: The differences of opinion regarding All Arunachal Pradesh Student
Union (AAPSU) election which arose out of ‘communication gap’ has been resolved amicably
and the election will be held as scheduled from Dec 21 at Dera Natung Govt College,
Itanagar. This was announced by chief election commissioner for AAPSU election Sikka
Gapak (All Nyishi Students Union president) in a joint press meet held at Hotel

Clarifying the misunderstanding arising out of some communication gap, Sikka Gapak made it clear that the matter has been resolved after consultation with the interim committee chairman Tagru Tame and outgoing AAPSU president Takam Tatung.
“We have come under the banner of one AAPSU and we want strong AAPSU”, said Gapak. In an emotional appeal to all, Gapak further said AAPSU needs all the 17 districts of the state to work in unison for bright future of Arunachal Pradesh.
He also appealed to the state Govt, district administration and Police to work out strategies and extend cooperation for smooth conduct of AAPSU election.
While referring to the reported writ petition filed in Supreme Court by one Utkarsh Agarwal regarding AAPSU election during November last, Gapak also requested the people in the helm of affairs not to play petty politics. “There will be one AAPSU and one organization”, Gapak reiterated.
Addressing the media persons, Tarish said consensus has been reached for smooth conduct of the election as per scheduled. He requested all the delegates who are going to participate in the AAPSU election to extend cooperation.
While giving details of the circumstances which leads to formation of the Interim Committee, DSUs for 24th AAPSU general election Tagru Tame said he had gone through the details of the AAPSU election and had to accept his appointment as chairman of the Interim Committee to keep the image of AAPSU intact after consultation with contesting candidates and DSUs. “There was fear of clashes that might have occurred after the failed election process at Ziro,” he said.
Tame also highlighted some rules and regulations framed for smooth conduct of election.

Reacting to the reported filing of a writ petition by one Utkarsh Agarwal of New Delhi with the Supreme Court of India regarding 24th general conference cum election of AAPSU, Tatung cautioned the Govt not to undermine AAPSU. He flayed the state Govt for not informing AAPSU about the SC petition at the earliest despite the fact that the Chief Secretary’s office had received the FAX copy of the order on Nov 24, 26 and 29 last. While urging the state Govt to verify the antecedents of Agarwal, Tatung hoped that the new AAPSU team would fight against the petition filed at SC after election.
Training cum workshop on medicinal plant
ITANAGAR, Dec 19: Divisional Forest Officer, Likabali, Jumdo Geiyi exhorted the people of the area to exploit the natural resources without destroying the ecological balance.
Attending a training cum workshop on medicinal plants organized at Likabali today, Geiyi stated that Arunachal is bestowed with abundant medicinal plants but due to lack of knowledge in identification we could not get the fruits of such resources available around us. He urged the participants to take up medicinal plant cultivation as a source of additional income besides Horticulture and Agriculture crops. He suggested the farmers, PRIs and NGO representatives attended to take full advantage of such training and workshop.
The resource person, Dr. L R Bhuyan, Scientist from SFRI, Itanagar gave deliberation on medicinal plants available from tropical to Alpine with slide show. Dr. Bhuyan exhibited the saplings of medicinal plants with charts specially found in the lower altitude in and around Likabali division.
Science students from Govt. Hr. Secondary school also took keen interest and had interaction with the resource persons and officers from Agriculture and Horticulture Department. The Training cum workshop was sponsored by State CAMPA, Env. and Forest Department.

ITANAGAR, Dec 19: Dr. Tejum Padu, Joint Director of Higher & Technical Education, Govt. of Arunachal Pradesh has been awarded “The Eminent Educationist Award’” for his outstanding achievement in the field of education by National and International Compendium, New Delhi.
Dr. Padu served as lecturer in English at Govt. College, Itanagar for 10 years, programme officer, NSS for more than 5 years at DNG College, Itanagar.
He also served as Assistant Registrar of the then Arunachal University, now, Rajiv
Gandhi University for 2 years on deputation from 1994-

Through the columns of your esteemed daily, I would like to clarify in regards to the letter published by the outgoing Executive team headed by the Tojum Poyom, Ringu Kuku, Nabam Tamar and Debia Muj on 18th Dec 2012. Undersigned on behalf of the head of apex students organization of the state (AAPSU) as a whole would like to state that the Reader Forum article published by your daily is baseless and without any constitutional provision from the union constitution. I am also made to believe that some of the names of my executive members were used without their consent. It is well known that under the provision of the AAPSU Constitution the total elected Executive members and federal organs are 46(Forty Six) members. But few members wrote baseless letter by violating Constitution of AAPSU.
I would like to inform everyone that I as head of AAPSU had strictly maintained the constitution of AAPSU. As per the provision of the Union Constitution I abided the constitution and preamble of the union, adopted on 15th October 1967, we do hereby ORDAIN, ADOPT, ENACT and GIVE to OURSELVES THIS CONSTITUTION. As a head of the Union, I had never gone beyond the constitution of the AAPSU and till date I always go with the constitution of the AAPSU. The AAPSU is the not private property of any individual, I always respect the provision of the union Constitution, and nobody is the above the constitution of AAPSU, nobody is the above the law. So I always go with the principle of the rule of law. I also appeal all the candidates to remember AAPSU Martyrs like Kipa Kache, Tabom Bam, Khyoda Dolo and many other student activists who sacrificed their life for cause of AAPSU and for welfare of tribal community of state.
I had a joint press conference with the Interim committee recently where everything was cleared. The election part of 24th General conference cum election to be held at DNGC College from 21st to 24th Dec 2012 is being held as per rule of law and strict abides the constitution of the AAPSU. Dear Editor,
Thanking your Daily in heaps and bounds, for abridging and letting the Mango People alias the Poor Farmers of East, West and Upper Siang district, voice out and let reach their cry to the concerned authorities and individuals through your esteemed Readers Column. I would further more like to give certain clarification to the "Clarification to open letter to PWD & Finance Minister" by the Executive Engineer, Pasighat Highway Division, PWD Pasighat published in your daily on 15th December.
How easily have you (most respected Executive Engineer, Highway PWD, Pasighat Division) thrown off your responsibility to Delhi MoRTH for maintaining the Pasighat Pangin Road and especially for maintaining the breached Wing walls of Sideng Bridge. It is a point to be pondered and even after best attempt, could not digest and accept that explanation in all means and ways.
How callously you have intended to say and write on record that, Minister PWD & Finance does not have the liability to look after the welfare of the poor people of the state!!!
How abruptly you have tried to imprint that even if the said road is not under the control of the Minister PWD & Finance, Minister has sympathized upon us and released the sanctions for maintaining the same bridge. But, I suppose, we the people are not asking for any illegitimate favours and sympathy from anyone or even from the supreme God. If it's the reason for the sanctioning of the funds for the maintenance of the bridge, we would say “Please do keep your sympathy and favours with you", because, we are demanding our own rights and as per rules the National Highway should be maintained in a way that heavy vehicles can ply throughout the year. But, we have been deprived off that facility since last six months, wherein only VIP SUVs and Small cars only can pass through the NH 229, depriving buses and trucks, the common transport of the Mango People. What we are asking for is not a VIP road, but a common people's road!
What use will it be, this season for the road to be open to common man transports after the harvests are over? After the crops have rotted away just like that? After the Agriculture Market Produce Committee (APMC) have taxed us unnecessarily and meaninglessly without any services or a minimum support price? What use and benefit will it be, after all the middle men the so called "dalals" or agents have sucked our blood and sweat without any sweating and hard work?
What I would really want to suggest to Minister PWD & Finance by an appeal and to redress our grievances in the easiest and fastest way is that, as your benign self always proclaims that this Government is a People First Government, and in order to practically prove your slogan, we the Poor Farmers of East, West and Upper Siang do welcome you to visit some of the Agriculture and Horticulture Farms and Gardens by travelling in a Common man's Transport, either in a Truck, a Tractor or a Bus. And I bet, the concerned departments will surely see to it that the Bridge is Communicable by that Aam Admi transport even in a single day.
So, Minister, we are your people and we do believe in your words that you will deliver to prove your people first slogan and see to it that people are really benefited first and encouraged to pursue further more into growing Cash crops and earn more.
In order to solve the long pending woes of the poor farmers, we really welcome you
to our farm and gardens by travelling on a APST Bus or a Truck. Because we have seen
Madam Sonia Gandhi and Rahul Gandhi also travel in buses (Aam Admi transports) and
both of them always profess austerity and shout out loud "Hamare Haath AAM ADMI ke
Saath". Sir, we sincerely believe that, your one visit to any Garden just above Sideng
river on a public transport will let the respected Executive Engineer, Highway, PWD,
Pasighat division, camp at Sideng Bridge and see to it that the wing walls are restored
in a day or two and that will be really helpful in letting us earn a Re. 1/-

Through the columns of your esteemed daily, I would like to ventilate few grievances of those Arunachalees, who are suffering from ailments like back pain, shoulder pain, leg pain etc. I am one of the such back pain patient since last many years and my doctor from GMCH and GNRC, Guwahati has referred me to CMC Vellore or Apolo Hospital Delhi, for further treatment. Before leaving to Vellore, once I visited at Niba hospital, Pappu Nalah for counseling and doctor advised me to take physiotherapy counseling in same Hospital. Now I am doing daily exercise under the guidance of few qualified physiotherapy Doctors at Niba hospital. My health has improved tremendously after a weeklong treatment. As per my experience "Niba hospital located at Pappu Nallah in between the twin beautiful city of Naharlagun and Itanagar is one of the best hospitals in India where all treatment facilities are available and cost of treatment are also very cheap. Any poor person can bear the treatment and will save money from going to outside places like Apolo Delhi, CMC, and Vellore. Please don't waste your time and money. Every patient needs better treatment for their health, not the name of the reputed Hospital and Doctors which will help them. Thanks to Niba Hospital Authority and my Doctors.

AAPSU should be for genuine students
Dear Editor,
Through your esteemed daily, I on behalf of the student community of Arunachal Pradesh would like to raise few questions regarding the ongoing All Arunachal Pradesh Students Union (AAPSU) conference & election.
The said election is meant to be a student’s election which should have been very calm and peace in its conduct but here it is opposite. Even the assembly election in our state is being conducted very peacefully. My next question is, are they (candidates) really the representatives of the student body because in my knowledge and from the hoarding advertisements I came to know few of them. Many candidates are married and having children, moreover few of them may be having more than one wives and it is shocking to know that few candidates have just joined various courses simply to be called student and few of them were employed under Arunachal Pradesh Govt. or others and just to contest they resigned temporarily or permanently. In my view there must be age limit for all the candidates so that a genuine student can take up the charge and serve the student community.
